since i suck at making the first move myself, my advice is advice others have given me. think how hard it is for you to make the first move. now imagine being a guy. a guy has to read signals that never make sense to them. then they need to screw up their courage and figure out a way to ask you without offending you. they are often gunshy by powerful women because we can lay a really good smack down when motivated.

the only advice i was given was to "try and be more open and receptive to advances", also "stop looking, relax, they will come".

Because you're interested, and there's no magical Disney pixie dust that makes the other person interested until they are informed of such or pick up on your body language and what not...
I am personally quite dense when it comes to subtleties and body language, so a swift kick in the pants doesn't hurt...
